Emily’s Plan for District 11 Issues
Roads and Traffic
As a member of the Interim Transportation Committee, I am fighting year-round to secure state funding and prioritize the roads our communities desperately need, fix dangerous chokepoints, and require growth to keep pace with infrastructure before families pay the price in traffic, longer commutes, and higher local taxes. During the 2026 session, I sponsored a broadly supported bill to generate $180 million without raising taxes.
Westside Water and Energy Future
I support long-term investments in water conservation, energy, and the infrastructure needed to support growth. I backed Energy Abundance efforts to bring nuclear energy and good-paying jobs to Tooele County, and opposed legislation that made it easier to divert water from the Great Salt Lake, increased the risk of toxic dust, and weakened regulations and protections.
Attainable Housing
I am fighting to make homeownership possible again by expanding first-time homebuyer assistance, protecting starter homes from corporate investors, and requiring real accountability when developers receive public dollars. Housing policy should put Utah families first, not reward developers without results.
Running under the Forward Party means I get to keep my priorities local and focused on what my constituents actually need, not what a national party platform demands.
It also gives me freedom that I truly value. I’ve never had anyone from the Forward Party tell me, “We need you to vote this way.” Not once.
That matters because it keeps my decision-making where it belongs, with the people of my district. I can listen, learn, and vote based on what is right and needed for District 11. That independence has been one of the most meaningful parts of serving as a Forward Party Senator.
Tooele and Eagle Mountain are clear examples of what happens when a community doesn’t have representation in the Senate, making them a priority for state funding. That’s why you need a Senator who lives and works here, without a party telling them how to vote.
One of the biggest issues facing our district is the lack of critical infrastructure needed to keep pace with our unprecedented growth, especially our roads. District 11 is the fastest growing district, and the increase in supply isn’t touching housing affordability. Our population is increasing faster than infrastructure and local funding can keep up.
Tooele still has some of the highest property taxes, despite residential and commercial growth. Eagle Mountain has been behind in infrastructure for a decade while continuing to grow at unprecedented rates. That gap creates real strain on schools, roads, essential services, and the taxpayers.
That is why one of my priority efforts is to fight for targeted funding solutions for high-growth communities that have been trying to catch up for far too long.
